There is surely a disparity here. I think, sometimes product managers just need to stand up and have the courage to define the way forward and not always rely on higher management. There is quite a nice quote I read:
While employees are looking up the food chain worshipping the king and queen, they’ve got their asses to the customer.
Of course, there is the danger that management might end up saying “no, that’s actually not what we wanted”, but better doing the thing that you as the product team think is right, than waiting for a decision and doing nothing. Actually, as the quote highlights, you have the most valuable resource right in front of you: your customers.
